A safety switch — also called a residual current device or RCD — is the most important piece of electrical protection equipment in your home. It is the only device in your switchboard that can protect you from electric shock. Circuit breakers protect the wiring; safety switches protect people.
This guide explains exactly how a safety switch works, what it does and does not protect against, how to test yours, and what the current NSW requirements are. It is part of our home electrical safety guide for Sydney homeowners.
How a Safety Switch Works
Every circuit in your home has two conductors carrying current: an active conductor (carrying current from the supply to the appliance) and a neutral conductor (returning current from the appliance back to the supply). In a healthy circuit, the current flowing in both conductors is equal — what goes in comes back out.
When a fault occurs — for example, a live wire touches the metal casing of an appliance, or a person touches a live part — some current finds a path to earth that bypasses the neutral conductor. The amount flowing in the active and the amount returning via the neutral are no longer equal. The difference is called residual current.
A safety switch monitors this difference continuously. When the difference exceeds 30 mA — a level that can cause ventricular fibrillation in a person — the RCD trips the circuit in under 300 milliseconds. That combination (30 mA, 300 ms) is specifically chosen to interrupt the current before it reaches a lethal level in most circumstances.
Safety Switch vs Circuit Breaker: What Is the Difference?
This is the most common source of confusion for homeowners inspecting their own switchboard. They look different and protect against different things.

A circuit breaker will not save you if you drill through a live cable, touch a faulty appliance, or receive a shock from a damaged power point. Only an RCD provides that protection — and then only if the fault involves current flowing to earth.
How to Identify Whether Your Home Has a Safety Switch
Open your switchboard (the metal box near your electricity meter). Look for a device with a small button labelled “T” or “Test”. This is the test button on an RCD. The presence of a test button confirms an RCD is present.
What you might see:
- Rows of switches without test buttons — these are MCBs only; no RCD protection is present
- One or two wider switches with test buttons — these are group RCDs covering multiple circuits; some protection is present, but it depends on which circuits are covered
- Individual switches each with a test button — these are RCBOs (combined RCD + MCB per circuit); the most comprehensive protection
- White porcelain holders with wire — ceramic fuses; no RCD protection is possible without a full switchboard upgrade

How to Test Your Safety Switch
Every RCD has a test button. Testing takes less than a minute and should be done every month:
- Press the “T” or “Test” button firmly
- The switch should immediately trip — cutting power to the circuits it protects
- Reset by returning the switch or lever to the “on” position
If pressing the test button does not cut power, the RCD has failed in the “on” position — it is providing no protection. Call a licensed electrician immediately to replace it.
Monthly testing is important because RCDs can fail silently — they remain in the “on” position while the internal mechanism deteriorates. Failure is not always triggered by a fault; many RCDs simply age out of specification without any visible indication.
What a Safety Switch Does Not Protect Against
A safety switch protects against earth fault currents. It does not protect against:
- Line-to-neutral faults — a short circuit between the active and neutral conductors without earth leakage will not trip an RCD (but will trip the circuit breaker)
- Voltage surges — spikes from lightning or network events are not detected by an RCD; surge protection requires a separate SPD
- Shock between active and neutral — if a person is completely insulated from earth and touches both active and neutral simultaneously, the current flows through the person but returns via neutral, so no residual current is detected by the RCD (this is an uncommon scenario in practice)
- Fire from overloaded circuits — that is the circuit breaker’s job; RCDs do not detect overcurrent
Does Every Home in NSW Need a Safety Switch?
Yes — for practical purposes. Here is the legal position:
- For new and upgraded circuits: RCDs are mandatory on all socket-outlet and lighting circuits under AS/NZS 3000:2018. Any licensed electrician doing new circuit work must include RCD protection.
- For rental properties: NSW legislation requires RCDs on power circuits (since 2006) and lighting circuits (since 2010). Non-compliant rental properties are in breach of residential tenancy legislation.
- For owner-occupied homes: there is no retrospective legal requirement to install RCDs on existing circuits that were compliant when installed. But the practical risk of not having them — in a property where a family member could be electrocuted — makes installation strongly advisable for any pre-2000 home.
Most home insurance policies are not invalidated by the absence of RCDs in an owner-occupied property built before the regulations applied. However, some insurers ask about the electrical installation when setting premiums or assessing claims — the presence of a current CCEW for a switchboard upgrade that included RCDs is useful documentation.
RCD Installation Options
There are three main ways to add RCD protection to an existing home:
- Retrofit RCBOs — individual RCBOs (combined RCD + MCB) replacing each existing MCB; provides the best protection with the least nuisance tripping; requires that the existing board has space and compatible DIN-rail sizing
- Add group RCDs — a single RCD covering all socket outlets and a second covering all lighting; cheaper than per-circuit RCBOs but any fault trips all circuits in the group
- Switchboard upgrade including RCDs — required for ceramic fuse boards; the most comprehensive solution and the most disruptive (half to full day job); see our switchboard upgrade guide
