From 1 July 2026, all electrical contractors in New South Wales must submit Certificates of Compliance for Electrical Work (CCEWs) electronically via the BCNSW eCert portal. Handwritten paper forms are no longer accepted. For homeowners having a switchboard upgrade done this year or beyond, this means your certificate must arrive digitally — and any contractor who still hands you a paper form after that date has not complied with the current rules.

What Is a CCEW?
A Certificate of Compliance for Electrical Work (CCEW) is the legal document that records a licensed electrical contractor’s confirmation that the electrical work they completed complies with:
- The relevant provisions of the Electricity (Consumer Safety) Act 2004 (NSW)
- The AS/NZS 3000:2018 Wiring Rules (the Australian Wiring Rules)
- Any applicable clauses of the NSW Electricity Supply Act 1995 (for network connection work)
The CCEW is issued by the licensed electrical contractor, not the government. It is not a government inspection or approval — it is the contractor’s professional certification that the work is safe and compliant.
A CCEW must be issued for all electrical installation work in NSW, including:
- Switchboard upgrades and replacements
- New circuit installations
- EV charger installations
- Safety switch (RCD) installations
- Rewiring work
- Air conditioning circuit installations
A CCEW is not required for simple maintenance tasks such as replacing a faulty power point or light fitting (though the work must still be done by a licensed electrician).
The July 2026 Change: BCNSW eCert Portal
Prior to 1 July 2026, CCEWs in NSW could be issued as handwritten paper forms — the familiar A4 triplicate document that electricians have used for decades. The property owner received one copy, the contractor kept one, and a third was submitted to the network operator or retained by the contractor.
From 1 July 2026, this process is replaced by mandatory electronic submission via the BCNSW eCert portal (Building and Construction NSW electronic certificate system). Under the new system:
- The licensed electrical contractor submits the CCEW digitally via the portal on or before completion of the work
- The property owner receives a digital copy (via email or portal download)
- The certificate is stored centrally and can be retrieved by the property owner, the network operator, or the regulator
- Handwritten or manually completed paper CCEWs are no longer accepted for new work
This change applies to all licensed electrical contractors in NSW. Contractors who continue to issue paper CCEWs after 1 July 2026 are not complying with current requirements, and the certificates they issue may not be recognised by insurers or network operators.
What this means for homeowners: When your switchboard upgrade is completed, you should receive a digital CCEW from the BCNSW eCert system. If your contractor hands you a paper form instead, ask why they have not submitted electronically.
AS/NZS 3000:2018 — What It Means for Your Switchboard
AS/NZS 3000:2018 is the current edition of the Australian/New Zealand Wiring Rules — the technical standard that governs all electrical installation work in Australia. Every switchboard upgrade in NSW must be carried out to this standard.
For residential switchboards, the most relevant requirements in AS/NZS 3000:2018 include:
Safety switches (RCDs)
AS/NZS 3000:2018 requires residual current devices (RCDs, commonly called safety switches) on all final subcircuits supplying socket outlets and all final subcircuits supplying lighting in new and upgraded installations. An RCD must detect and interrupt earth leakage current of 30 mA within 300 milliseconds — fast enough to prevent a potentially fatal shock.
In practice, this means a compliant upgraded switchboard must include RCDs covering all socket-outlet circuits (powerpoints) and all lighting circuits. Many installations also include an RCD on the stove circuit, the oven circuit, and any outdoor or garage circuits. Some electricians install individual RCBOs (combined RCD and MCB) on every circuit for the highest level of protection.
Circuit breaker ratings
Every circuit breaker in a compliant switchboard must be rated to match the cable it protects. Mismatched ratings — where an overrated breaker is installed on an underrated cable — allow cables to overheat before the breaker trips, which is a fire hazard. During a switchboard upgrade, your electrician should verify the cable gauge on every circuit and install the correctly rated MCB.
Surge protection
While a surge protection device (SPD) is not mandated in all residential installations under the current version of the Wiring Rules, most quality electrical contractors include a Type 2 SPD as standard in new switchboard installations. It is low-cost insurance against voltage spikes from lightning and network faults.
Labelling
AS/NZS 3000:2018 requires that every circuit in a switchboard be clearly and permanently labelled with a description of the circuits it controls. Vague labels like “lights 1” or “power 2” are technically non-compliant. A well-labelled board identifies specific areas or appliances (e.g., “Kitchen lights”, “Bedroom 2 power”, “Dishwasher”).
Enclosure integrity
The switchboard enclosure must be IP-rated to the appropriate protection level for its location (IP2X minimum indoors; higher ratings for outdoor or wet-area installations), correctly sized for the components inside, and mechanically secured to the wall.
What the Electrician Must Certify
Before issuing a CCEW, the licensed electrical contractor must verify and test:
- Insulation resistance — tests that the insulation on wiring has not deteriorated to the point where current can leak to earth
- Continuity of protective conductors — confirms the earth wire is continuous through all circuits and terminations
- Earth fault loop impedance — verifies that if a fault occurs, enough current will flow to trip the breaker within the required time
- RCD trip time and trip current — tests each safety switch to confirm it trips within 300 ms at 30 mA, as required by AS/NZS 3017 (the inspection and testing standard)
- Correct polarity — confirms active and neutral are not reversed at any outlet
These tests are performed with calibrated test equipment and the results documented on the CCEW. If you receive a certificate without documented test results, ask the contractor to supply them.
What Homeowners Need to Keep on File
You should retain:
- Your digital CCEW from the BCNSW eCert portal
- The itemised quote or invoice from the electrical contractor, including the contractor’s licence number
- Any test result documentation issued alongside the CCEW
- Photographs of the completed board (your electrician should provide these, or you can take them yourself)
These documents are relevant for:
- Property sale — buyers, conveyancers, and lenders may request evidence of recent electrical work and compliance certificates
- Insurance claims — if you make a claim arising from an electrical fault, your insurer may examine whether the installation was compliant; a current CCEW is your evidence that it was
- Future electrical work — your electrician will want to know what was last done and when
- Rental properties — NSW landlords are required to maintain electrical installations in a safe and compliant state; CCEWs are the primary evidence of compliance
