What Is a Safety Switch and What Does It Protect?
A safety switch (RCD — residual current device) detects when electrical current is flowing to earth through an unintended path, such as through a person receiving a shock. It trips within 300 milliseconds at 30 mA of leakage — fast enough to prevent a fatal outcome in most cases. Circuit breakers protect wiring; safety switches protect people.

Types of Safety Switch Installation
Retrofit RCBO on an existing MCB board
If your switchboard has modern circuit breakers (MCBs) and spare ways, an RCBO (residual current breaker with overcurrent protection — a combined MCB + RCD in a single unit) can be retrofitted to the existing board to provide protection on specific circuits. This is the most cost-effective approach when only a few circuits need RCD protection added, or when the overall board is in good condition.
Cost: $180–$350 per circuit (including the RCBO hardware and labour). A typical kitchen circuit RCBO retrofit with Landmark takes 45–90 minutes.
Blanket RCD protecting circuit groups
An alternative to per-circuit RCBOs is a single RCD covering a group of circuits — for example, one RCD protecting all socket-outlet circuits and a second protecting all lighting circuits. This approach costs less per circuit but has the disadvantage that a single fault on any circuit in the group trips protection for the whole group.
Cost: $250–$500 for two group RCDs covering a typical home’s power and lighting circuits, where the board has the space and compatibility to accept them.
Safety switch installation as part of a switchboard upgrade
For homes with ceramic fuse boards — very common in Sydney homes built before 1985 — RCDs cannot be added without replacing the switchboard first. Ceramic fuse boards do not have the physical configuration to accept modern RCDs or RCBOs. In these cases, the switchboard upgrade and safety switch installation are one job.

NSW Legal Requirements for Safety Switches
Rental properties
NSW has mandatory safety switch requirements for residential rental properties:
- Since 1 March 2006: all rental properties must have an RCD on all power (socket outlet) circuits
- Since 1 January 2010: all rental properties must have an RCD on all lighting circuits
These are retrospective requirements — they apply to all rental properties regardless of when the property was built or last wired. Landlords who have not complied are technically in breach of the residential tenancy legislation and face civil liability exposure if a tenant is harmed by an electrical fault.

Owner-occupied homes
There is no retrospective requirement for owner-occupiers to install RCDs on existing circuits. However, any new circuit work must comply with AS/NZS 3000:2018, which requires RCDs on all new socket-outlet and lighting circuits. Installing RCDs on existing unprotected circuits is strongly recommended for any pre-2000 home.
When a Safety Switch Installation Requires a Switchboard Upgrade
Three situations require a full switchboard upgrade before or instead of a simple safety switch retrofit:
- Ceramic fuse board — no space or compatibility for RCDs or RCBOs; entire board must be replaced
- Full MCB board with no spare ways — no space to add an RCBO for each circuit; the board must be replaced with a larger unit, or a sub-board installed (the former is usually recommended)
- Old MCB board with non-standard DIN rail — some older MCB boards use non-standard rail sizing or proprietary MCB formats that are not compatible with modern RCBOs
Your electrician will identify which situation applies during the site assessment. If a full upgrade is required, it is quoted separately and presented to you before any work begins.
Testing Existing Safety Switches
If your switchboard already has safety switches (look for a device with a small “T” or “Test” button), test them:
- Press the test button — power to protected circuits should cut immediately
- Reset by returning the switch to the “on” position
- Repeat for all RCDs or RCBOs in the board
If any test button fails to cut power, the RCD has failed in the “on” position — it is providing no protection. Call a licensed electrician to replace it. RCDs that fail in service are not uncommon in boards that have not been tested for many years.

Frequently Asked Questions
Can I install a safety switch myself?
No. Safety switch installation is prescribed electrical work in NSW and must be carried out by a licensed electrical contractor. It requires isolation of the mains supply and work inside the switchboard. Unlicensed electrical work is a criminal offence under the Electricity (Consumer Safety) Act 2004 and will void your home insurance.
How long does safety switch installation take?
A single RCBO retrofit on an existing modern board takes 45–90 minutes. Full protection across all circuits in a standard home takes 2–4 hours. If a switchboard upgrade is also required, allow a full day.
Do I need separate safety switches for power and lighting?
Under NSW legislation for rental properties, yes — safety switches must protect both power circuits and lighting circuits separately. AS/NZS 3000:2018 also requires RCD protection on both circuit types in new installations. The most modern approach uses individual RCBOs per circuit, which provides the best protection and the least disruption when a single circuit trips.
