Electrical safety in the home is not a set-and-forget matter. Wiring degrades, protection devices can fail, and the loads that homes carry today are far higher than what most Sydney properties were designed for when they were built. Understanding the basics of home electrical safety — what the protective devices in your switchboard actually do, how to test them, and when to call a licensed electrician — gives you the ability to catch problems before they become emergencies.

The Three Layers of Electrical Protection in Your Home
A properly protected Sydney home has three distinct layers of electrical protection, each designed to catch a different type of fault.
Layer 1: Circuit breakers (MCBs)
A miniature circuit breaker (MCB) protects the wiring on a circuit from overcurrent — drawing more current than the cable can safely carry. If you run too many high-draw appliances on a single circuit, the breaker trips. MCBs protect the wiring and prevent fires caused by cables overheating — but they do not protect people from electric shock.
Layer 2: Safety switches (RCDs)
A residual current device (RCD), commonly called a safety switch, detects when current is flowing to earth through an unintended path — such as through a person who has received an electric shock. At 30 mA of earth leakage current, the RCD trips in under 300 milliseconds — fast enough to prevent a potentially fatal shock. This is the protection that saves lives; circuit breakers alone cannot do this.
Layer 3: Surge protection (SPD)
A surge protection device (SPD) diverts voltage spikes — caused by lightning, network faults, or large load switching — away from the home’s circuits before they can damage appliances or sensitive electronics. An SPD does not prevent all damage from a direct lightning strike, but significantly reduces the risk from induced surges, which are far more common.
A home with all three layers — MCBs, RCDs, and an SPD — has the best available protection under current Australian Standards. Many older Sydney homes have none of these in modern form, relying instead on ceramic fuses with no earth fault protection and no surge protection whatsoever.
Safety Switches (RCDs): What They Are and Why They Matter

How RCDs work
An RCD continuously monitors the current flowing in the active conductor and the current returning through the neutral conductor. In a healthy circuit, these are equal. When a fault causes current to flow to earth — through a damaged appliance, faulty wiring, or a person in contact with a live part — the two currents become unequal. When the difference reaches 30 mA, the RCD trips the circuit within 300 milliseconds.
At 30 mA, current can cause ventricular fibrillation in a person. At 300 milliseconds, it usually does not — which is why the threshold and response time combination is designed to be fast enough to prevent a fatal outcome in most cases. This is not a guarantee of survival in every situation, but it dramatically reduces the risk.
NSW RCD requirements
Under AS/NZS 3000:2018 (the current Australian Wiring Rules), RCDs are required on all final subcircuits supplying socket outlets (power points) and all final subcircuits supplying lighting in new and upgraded installations. In NSW:
- All new residential circuit work must include RCD protection
- Rental properties must have RCDs on power circuits (since 1 March 2006) and lighting circuits (since 1 January 2010)
- There is no retrospective requirement to upgrade existing installations in owner-occupied homes — but it is strongly recommended
Testing your safety switch
Every RCD has a test button. Press it — power to the protected circuits should cut immediately. Reset it by returning the switch or button to the “on” position. If the test button does not cut power, or if there is no test button on any device in your switchboard, you may not have working RCDs. Call a licensed electrician to assess.
RCDs should be tested monthly. Mark it on the calendar. A safety switch that has not been tested in years may have failed in place and be providing no protection.

Surge Protection: Why More Homes Need It
Voltage surges — brief spikes in supply voltage above the nominal 230V — occur regularly on the electricity network. Most are minor (caused by other consumers switching large loads) and cause no damage. But surges from lightning-induced electromagnetic pulses, or from major network switching events, can destroy unprotected electronics, appliances, and smart home systems in seconds.
A Type 2 surge protection device (SPD) installed in the switchboard diverts these surges to earth before they reach the home’s circuits. The cost of an SPD installation is $300–$600 — far less than replacing a smart TV, computer, or ducted air conditioning system damaged by a surge event.
Whole-home SPD installation has become standard practice in quality residential electrical work in Sydney. If your home does not have one — and most pre-2015 homes do not — it is worth adding one at the next opportunity, especially if your home has significant electronics or solar equipment.

Home Electrical Inspections: When to Get One
There is no mandatory periodic electrical inspection requirement for owner-occupied residential properties in NSW. But there are specific situations where a professional electrical inspection is strongly recommended:
When buying a home
A standard pre-purchase building inspection does not assess the electrical installation in any technical depth — it typically notes visible items like the age of the switchboard and whether safety switches are present, but does not test circuit integrity, insulation resistance, or earth fault loop impedance. For homes built before 2000, or for homes where the switchboard has not been upgraded in living memory, a licensed electrician’s electrical inspection before or during the due diligence period is money well spent.
An inspection by a licensed electrician will identify: whether the switchboard needs upgrading, whether safety switches are present and functional, whether there is evidence of previous unlicensed electrical work, whether any circuits are overloaded or non-compliant, and whether the consumer mains are in adequate condition. After a significant storm or flood
Water ingress near electrical installations can damage insulation in ways that are not immediately visible. After significant flooding or storm damage affecting any area near wiring or the switchboard, have a licensed electrician inspect before restoring power to affected circuits.
When planning renovations
Any significant renovation that involves new circuits (kitchen, bathroom, laundry, outdoor areas) will require a licensed electrician. Use the opportunity to have the whole switchboard assessed — it is far more cost-effective to identify compliance issues at this stage than to retrofit them later.
For rental properties
NSW landlords have a legal obligation to maintain the electrical installation in a safe condition. While there is no prescribed inspection frequency, documenting periodic safety inspections — particularly RCD testing and any remedial work — provides evidence of compliance and reduces liability exposure.
Common Electrical Hazards in Sydney Homes
These are the most frequently encountered electrical safety issues in Greater Sydney’s housing stock:
- No safety switches — the most common serious hazard; present in most pre-2000 homes that have not had electrical work done since
- Ceramic fuse boards — provide no earth fault protection and cannot safely accommodate modern loads; see our guide on signs your switchboard needs replacing
- Asbestos meter box backing — a hazard if disturbed; common in Sydney homes built before approximately 1988; must be managed by a licensed removalist or a certified electrician
- Overloaded circuits — homes not rewired since the 1980s often have circuits running air conditioning, computers, and modern appliances on a capacity designed for 1980s loads
- Unlicensed previous work — DIY electrical work or work done by unlicensed persons; identifiable by non-standard connections, missing earth connections, and poor workmanship
- Aluminium wiring — used in some Australian residential properties in the 1960s and 1970s; can create fire hazards at connections if not properly managed
- No surge protection — increasingly important as homes fill with electronics, solar equipment, and smart devices
Electrical Safety for Renters in NSW
Tenants in NSW rental properties have rights relating to electrical safety:
- The landlord is legally required to provide and maintain the property in a condition that does not endanger the tenant’s safety, which includes the electrical installation
- Safety switches (RCDs) must be present on power circuits (since 2006) and lighting circuits (since 2010) — if your rental property does not have safety switches, notify your property manager in writing
- Tenants should not interfere with the electrical installation or attempt to carry out electrical repairs
- If an electrical fault is reported and not repaired within a reasonable time, tenants can apply to NSW Fair Trading or NCAT for a repair order
Electrical Safety for Landlords
NSW landlords have specific obligations under the Residential Tenancies Act 2010 and associated regulations:
- Safety switches must be installed and maintained on all power and lighting circuits
- The electrical installation must be maintained in a safe and working condition
- Any electrical work must be carried out by a licensed electrician and covered by a CCEW
- Failure to maintain a safe electrical installation can result in civil liability if a tenant is harmed by an electrical fault
